The second edition of the Junior Eurovision Song Contest takes place on 20th November in Manchester. Cyprus already started preparations for the second participation to the event. In 2003, Cyprus had been represented by Theodora Rafti, 11 years old, with the song One wish. She ended up on the 14th place with 16 points.

Children aged between 8 and 15 years old can submit a song, which should not exceed 2:45. It will be supposed to be original, in Greek and created by the child him- or herself! For the presentation of song on stage until 8 individuals are allowed.

Songs can be submitted until 30th June, 2004.
