The honour of opening the 2006 Junior Eurovision Song Contest will go to Portugal. The 'five stage' draw process to decide the running order selected the starting country, then the closing country. Russia will perform last on the night. Then host nation, Romania were drawn into fourth place. The remainder of the draw was decided by broacaster TVR and the steering group.

The draw first chose the country to open the Junior Eurovision Song Contest, then the country that would perform last. Once these positions were known, the host broadcaster was allocated a position from a draw of the remaining slots.
Three groups were then created, from which the host broadcaster and steering group decided the order. The groups are divided into:
Group 1(deciding who takes position 2, 3, 5):
The Netherlands, Cyprus, Ukraine
Group 2 (deciding who takes position 6-10):
FYR Macedonia, Sweden, Spain, Serbia, Malta
Group 3 (deciding who takes position 11-14):
Greece, Croatia, Belarus
