Dutch broadcaster NOS was not informed by the EBU about Portugal's withdraw and the additional two countries.
The Netherlands is now first on the waiting list and must be present in case if any other country would withdraw. The NOS was not informed by this situation and has not made any preparations for a posible participation.
Also other passive status broadcasters were not informed by the EBU.
