The EBU have released key extracts from the rules of the 2007 Eurovision Song Contest this afternoon. Included are passages on Core elements of the event, the application procedure, organisation, entries to the competition, the procedure in case of a tie, broadcasting rights, the centralised voting procedure and rules applying to juries.

There are no hidden surprises at this point. The rules in the event of a tie are clear.

Should two countries tie for 10th place in the semi final (the final qualifying position), the country with points from teh highest number of countries will qualify. If the tied entries receive points from the same number of countries, a countback takes place, to see which country takes the most top marks.

Should two countries get exactly the same number of calls from a country during a televote, a standby jury will determine the rank order of the two songs.
