The Slovene broadcaster RTVSLO has announced which of the 83 songs received for EMA 2004 have made it to one of the four semifinals. A change in rules has resulted in very few English language songs amongst those submitted.

In recent years, songs were performed in their native language at the contest and often translated into English for the Eurovision Song Contest. For 2004, RTVSLO insists that whatever language is used at the national final must also be used in Istanbul. As a result just seventeen of the songs submitted are sung partly or completely in English.

A four member jury has decided which of the songs will make the 32 strong shortlist. There will be four qualifying heats with eight songs in each. From each heat, televoters will choose three songs to qualify for the final. In addition to the twelve songs selected by viewers, a panel of judges will select four additional songs from those remaining to get a second chance, making a sixteen song EMA contest. The heats will be held on 11thJanuary, 18th and 25th and 1st February. The EMA 2004 final will be held in Ljubljana on 15 February 2004.

The voting procedure in the big final will be the same as last year. Voting will take place in two rounds. The sixteen songs will be presented and then a combination of jury and televoting will select three songs to go to the final play off. After the three finalists have been performed again, the final choice will be down solely to the viewers and telephone voting.
