This is the TOP FIFTEEN excluding the semi final results, as some readers asked for. Only countries that competed in a FINAL more than five times are included. The ranking is almost the same with three exceptions, which show why excluding the semi finals is highly doubtable: As their six (!) failures in the semi finals are not considered, Estonia would climb into the top four while Monaco would have reached the top ten as their three eliminations in the semi finals during their short return would not be considered. Greece would drop out of the top ten (still being close to it) due to the lack of their very high placings in the semi finals in 2004, 2008 and 2010.
