Due to financial restrictions, the Israelian broadcaster IBA decided not to have a live KDAM final in 2002.
Newspaper Yediot Aharonot, reported that two possible formats are being considered. The first option is a final open for every artist, the second option is a final with one performer and a free choice of the song, which must be in Hebrew this year.
The final will not be open to the public to vote, but as in previous years it could be broadcasted on tv (which is not sure yet). It is said that the IBA wants more control about the representative in Tallinn due to the bad results in previous years.
Recently it has been decided by the EBU that the first two countries, Israel and Portugal, are also free to send in a song for Tallinn.
