Svante Stockselius, Eurovision Song Contest Supervisor at the European Broadcasting Union, said to Eurovision Spain that only the 33 countries that will broadcast the qualifier round will be able to cast their votes.

Though it was already described in the rules for the 2004 Eurovision Song Contest, it's clear now that neither a jury will be used in the countries that chose not to broadcast the qualifier round.

Stockselius said that “if the Polish broadcaster TVP changes its mind, the EBU would look to all possibilities”, to keep all options open if one of the countries that doesn't broadcast the qualifier round decides to change their decision. TVP meanwhile confirmed that they will not change their decision for sure.
