The Estonian broadcaster, ETV, published the date of the national final, which will be held on February 7th, 2004. They also set a deadline for the songs to be sent in for the Estonian National Final, Eurolaul 2004 . This year it's going to be December 8th, 2003 17:00 EET (19:00 GMT). For the first time in history the Estonians can choose their representative themselves.

ETV also released the rules for the contest. The song has to be an original creation, it can be up to 3 minutes in length and it can be performed by up to 6 artists. None of the performers can be born after 12.05.1988. Nor can the song be released before October 1, 2003.

The organising commitee will appoint a jury which will select 10 songs out of the sent ones, which will be performed in the final on February 7, 2004. For the first time the winning song will be chosen via televoting, instead of an international jury like for the last 7 years. The winning song will represent Estonia at the Eurovision Song Contest (ESC) 2004 in Istanbul, Turkey. Estonia has to pass the semi-final first to get to the final concert of the ESC.
