The EBU just announced that Russia and Bosnia & Herzegovina will not use televoting.
Both territories will use a backup jury, which they are entitled to do since they do not have the required 80% telecommunications coverage needed for televoting.
The Ukraine has 46% telecommunications coverage of their territory, but has opted to use televoting anyway.
