The EBU published the rules for the 47th Eurovision Song Contest.

The rules are not very different from last year, although some points are added or changed.

National commentators have been instructed to respect the fairness of the contest and refrain from speaking during a performance.

The rules try to encourage more national identity in songs, recommending that a 'national flavour' be displayed in each performance, by the use of traditional instruments, clothing or lyrics in the national language. The free language rule is however still in force.

As a departure from previous years, the EBU has explicitly made a provision for a non-EBU member to enter “under exceptional circumstances”.
