Following a two months long internet voting procedure, fans from ten European countries decided that Emily Reed (pictured), the runner up from A Song for Europe 2003, should represent United Kingdom with her ballad Help me in the OGAE Second Chance Contest.

The selection of the British entry was organized in two rounds. In the first round, all four A Song for Europe 2003 finalists took part. The two most popular songs proceeded to the final heat, where Ever since that Night by Mimi lost for Emily Reed. Besides United Kingdom itself, votes were received from Germany, Turkey, Italy, France, The Netherlands, Belgium, Austria, Ireland and Malta.
