The Croatian preselection for the 2009 will follow in the steps of last years DORA with an open call for songs by local artists as well as ten composers, invited by HRT, who will compete directly in the final. The DORA semi final will be held in Opatija on 27 February, followed by the final the next day.

The Croatian broadcaster has launched a public call for songs open to local authors only. The deadline for the submission of songs is 12 December. Fourteen of those will compete in the DORA semi final in Opatija. Six acts, who will be selected by televoting will proceed to the final where they will be joined by ten more acts submitted by authors invited by the broadcaster. The winner of Dora 2009 will be selected by a mixture of jury vote and televote at a 50-50 split.
